He adresses assumptions underlying both communication theory and adult education theory, particularly with regard to the frames within which the meaning of participation in development are viewed. He believes the potential for participation has been underestimated in both modrenization and dependency theory, due in large part to their mechanistic traditions of theory and methodology. He contrasts with these multiplicity paradigm and provides an illustrative analysis from a grassroots project in Belgium.
